I think Erland would try and make a fairly peaceful (if police-state-ish) country, which is basically a constitutional monarchy, if the monarch could be the center of a religion. He'd rather delegate to various layers of committees which set rules for regions, then have a top level committee which handles standardizing the regions for the sake of trade and convenience. He'd still have the ability to make or overturn laws as he saw fit, but he'd really rather people take care of themselves. It'd be a very 'tough love' sort of country, but with fallbacks for people who really just hit hard times.
Also, anything that could be considered 'gangsta' would be illegal, and rape would potentially be dealt with via the death penalty, with harsh penalties for those who try and manipulate rape laws for their own good.
...really, it's probably better if Erland doesn't become an actual overlord.
